If the dashpot is set correctly and the bypass valve is good, the turbo boost gauge should be in the middle of the white when the engine is at idle or the car is coasting. If the bypass needs replaced, the gauge doesn't drop much into the white area at all. You can take the bypass off and suck on either end. One end should have complete resistance. If not, replace it. My car is suffering from the same symptom and I have replace both of the above items. Both needed replacement but didn't make any difference. I'm told that the APC unit probably needs replaced. It sits atop and forward of the intake manifold. Mine chirps as feather the accelerator while maneuvering the car in tight quarters. This component is about $120 new. The other cause could be a vacuum leak somewhere.
