Actually, the nipple on the intake manifold was capped, not the line going to the FPR. I'm guessing someone had unplugged the line from the manifold (for reasons unknown), capped the nipple, and just left the vacuum line hanging off the FPR. I took off the AIC this afternoon just to see how it worked (pretty straightforward). I'll try your suggestions -- thanks!
