I just brought my other car ( 92 VW GTI) from the repair shop. It had the same symptoms as your car (The fan worked normally at the highest speed (3), but not for speeds 1,2. Then it stopped working ) . It was the fan resistor. They charged me 2 hrs labor + resistor cost.
