Don't go replacing you rack just yet. Stiffness is quite often nothing to do with the rack. Even if it is, most people would wait for it to get much worse fefore replacing the rack. A slightly stiff rack is not dangerous. But back to your problem. My money would be on the universal joint. Open your bonnet, stand on the driver's side, and look deep into the engine bay, along the bulkhead. You'll see the rack, you also see the bottom of the column where it protrudes from the firewall and connects to the rack via a UJ. This can get very stiff with age. Get some penetrating oil (PlusGas is my favourite), and spray the hell out of it. Spray copious amounts from every angle you can achieve. Then spray a heavier water dispersing lubricant, like WD40, on it. See if that helps. If it does, the the best course of action is to remove the UJ, give it a good cleaning with parts cleaner, lubricate it, and put it back in. If that seems like too much hassle, just re-lubricate it whenever it gets stiff (every few months). If it doesn't help, then you need to look at the rack. Let us know the results.
