On my 94 900SE, the second turn position of the key was, as you guessed, a deadbolt mode. When the car was locked into this position, you couldn't unlock it again without using the key in the lock. Even if someone were to break the window, they couldn't pull up on the door lock to unlock the door. Also, you couldn't unlock the car from the passenger door, either. Pretty secure!
