This is the classic failure mode of the fan speed control module for the ACC system. The temporary fix is to pull the fuse marked "Heater Fan" (IIRC). A more permanent fix is to replace (or possibly repair) the module located under the hood behind the false bulkhead. A new one costs about $150 from the dealer.
