The filler pipe has a restriction to prevent the large nozzle of the old leaded gas from fitting into the neck. Also the filler pipe has several bends and enters the tank from the side at the top, so it is hard to get a siphon into the tank and down to the bottom. If you can't run the pump, remove the pump or sending unit from the tank and siphon the gas though that opening.
