A while back a few people wrote to this NG having had problems with their 9K windows steaming up badly in cold/wet weather. Had the problem myself for a long while, and favourite culprits seemed to be heater matrix leaking, blocked ACC drains, or a dead/dying air-flap motor. Well eventually I had the air-flap control motor replaced, and it has cured the problem. Not cheap, but it did the business. Now, when I turn on the ignition, if I wait for a second or two before starting the motor I can hear a quiet whine like the motor is adjusting this flap. Worth checking this out if you have the same problem.
