My 1991 9000T doesn't tilt or telescope. The reason I head was Saab provided a tilt wheel before the introduction of air bags, but eliminated that feature so they could ensure the direction the air bag would deploy. They felt that a tilt wheel could compromise their exacting safety engineering. Don't ask me why my Ford manages to have both and air bag and tilt wheel. Maybe their engineering isn't as exacting.
