It may be non-linear on the dipstick or there may be a capillary action at the bottom of the dipstick (bad design if it is) On my old 93 there was a big plastic notice put on the dipstick after one service telling you how to use the dipstick - obviously they were giving inconsistent results depending on how it was dipped.
