The image can be imported into a CAD software and then converted to a 3D digital model. That file will then be converted to what's known as Stereolithograph format which is used by a rapid prototype machine. The outcome is a 3 dimensional resin model which can be used to make a female tool for investment casting. The cost would be manpower mainly. Good luck.
