The better you can seal it before it starts to rust again, the better luck you will have. However, if you sand a metal panel to bare metal, you can see light rust form on it with hours, if not minutes. Move fast with the primer then the finish paint (primer is not waterproof). Rust is simply metal attempting to return to its natural state. Once oxygen (or water) reaches the metal, it will rust. You can slow it down, but stopping it is near to impossible. I think that some metal must contain impurities below the surface that provide the oxygen for rusting, as you can *really* clean and repair a panel, and it always seems to rust again. Bob
