Nope Study says that fiddling with the stereo is the most often distracting thing, Cell phones came in much after that. This is idiotic. I use my phone REGULARLY while driving but do it sensibly. I have a wired-in hands free kit (the Saab kit is great in my 9-5, mutes the stereo, mic is already built in, I just talk and listen) to make it pretty much like carying on a conversation with someone in the car. In the end people do stupid things while driving and doing stupid things, either using a cell phone in a way that is dangerous or bending over to pick up a cigarette (I know someone who did this and hit a bridge abutment), are going to get themselves in trouble. BTW, I average about 1000 minutes per month on my cell phone, have done so for at least the past 5-6 years and have NEVER had a problem driving, even a near miss.
