The fuel relays are in a relay panel behind the glove box.  Remove the 6 T20 screws that secure the glove box (4 across the top, two at the bottom), then withdraw the box.  Disconnect the glove box light and switch wiring, or rest the box on something so the wires won't get stressed.  Remove the two T20 screws at the top that secure the relay panel to the glove box surround.  Swing the panel down.  See the top of the glove box for the location of the two fuel relays.  

The System relay is the most critical, as it provides power to a lot of critical systems.  One of the contacts (87) powers the coil of the fuel pump relay, the fuel injectors, the fuel injection ECU and the idle speed control valve.  The other contact (87B)  powers the Air Mass Meter (connector pin 5), the DI unit and the DI/APC ECU (pin 35) and the charcoal canister vent valve.
