Because the expansion valve can't prevent freeze-up by itself, there’s also another capillary that goes to a pressure switch mounted on top of the evaporator housing. This capillary senses the temperature of the evaporator and controls a switch that turns the compressor on and off.  The purpose of this switch is to detect icing conditions that would clog the evaporator fins with frost.
