The paint should be fine if you take care of it. While not the deeper Saab paint process from Trollhattan, Subarus don't seem prone to paint problems. What I would worry about would be bodywork and repainted panels, which sometimes hold up better than the original factory stuff, sometimes not. Wouldn't hurt to have your favorite body shop have a look over.

As for tires, if they are original with 13k on it, they're likely ready for replacement for CPO. Ask to see the CPO worksheet that lists the remaining tread depth. Tire wear is a highly individual deal. We're getting over 20k out of our Aero loaners tires.
