I agree; checking voltage before and during a start will get you an answer to the question regarding the cause of the problem. However, I'd like to expand on the measuring.

Connect the black lead of your meter to the battery negative (-) terminal. Connect the red lead of your meter to the big terminal on the starter. Before starting it should measure 12VDC plus or minus a few tenths. During starting this will drop to 8-9VDC.

If your meter readings are much lower you have narrowed the problem down to either the battery or the big fat red cable going from the battery to the starter.

To narrow the problem down further...if the reading before starting is 9-10VDC or less move the red meter lead to the positive terminal on the battery. If you'r still getting a reading of 9-10VDC or less at the battery....replace the battery. Repeat these steps while attempting to start. A failing cable will show up as a very low or no voltage at the starter....and a normal 12VDC at the battery....replace the cable if this is the case.

The abov steps are oriented to determining whether the battery or starter cable s the cause. These are somewhat common causes. Other component malfunctions can cause a failure to start condition. Further diagnostic steps are beyond the scope of what I can expand upon here.
