On -'03 the T2 connects with the DICE unit which taps into the bus communication system to all the other systems within the vehicle. If one cannot connect with the dice unit, you will not be able to contact any system within the vehicle. Is he selecting the correct model year for your vehicle? Are there any other vehicle systems which come up missing on the bus communications?
As someone has said, the actual code is stored within the Trionic 7 computer, which is contacted though the dice unit. On later 03+ vehicles, there is no dice unit in the vehicle, that is why a CanDi module is needed. This unit is the hub for communications in the vehicle which attaches to the T2.
If he still has problems, I suggest removing the battery cable for 5-10min. The code and CEL will clear. Not the best solution for clearing the DTC but in the end will work.
