They usually get stuck due to corrosion right at the hub to rotor junction. A little scraping or wire brushing there to help the solvent (WD-40, Liquid-wrench, etc.) get through will help too. It will eventually fall right off into your lap. You will be left scratching your head wondering how it could have possibly been stuck on so hard.
Clean off the hub real well and apply a layer of anti-sieze to the small hub-to-rotor mating surface before installing your new rotor.
