I believe you're on track with the knock sensor...the engine is probably seeing/experiencing a high speed knock and the apc is backing off the boost by NOT bleeding the boost signal to the wastegate controller. The wastegate is typically set at 5.5psi base boost; it always opens/routes exhaust gases around the turbo when it sees 5.5psi unless you change the length of the adjusting rod. On the stock gauge that's well before the red, probably about halfway or less in the yellow. The trick is to keep the wastegate from seeing 5.5 psi or whatever it's set at. FWIW, I have set the base boost somewhat higher, say 6-7 psi, and obtained sufficient boost to open the overboost switch, which right now is set at 18psi on my car. Before you go much further, you really should have a calibated boost gauge because the stock one is just a nice display.

Anyway, it sounds like you're getting what you should be getting with the system on your car. If you want increased boost, you may need to retard the timing or put in SPG9's AID pressure retard/vacuum advance can or try one of the aftermarket ignition systems with provision for pressure retard or use bigger injectors (you'll need either a dyno to measure wot hp or an exhaust gas analyzer (O2 sensor voltage can work, various LED displays available), I don't like spark plug readings on turbo engines because cutting the ignition/FI pump at wot/6200 rpm to maintain the plug reading doesn't do the turbo any good....).

Last but not least, the more you spin up the stock little turbo on your 92 that gives such nice bottem end lunge, the hotter the intake gets, perhaps beyond the compressor efficiency possible at the boost level you want, in which case you get a high boost pressure, but at high temperature, which causes the knock that then has to retard timing or decrease boost, yada yada yada.
