could be a vacuum leak, such as a cracked hose or a vacuum fitting grommet that opens when it feels like it. Also, could be your AIC(near thermostat bolted to head with 2 air hoses and 1 elect connector). Give it a whack with a screwdriver when idle is fluctuating. If the idle smooths out, it is sticking and you might need a new AIC. But first clean it out with carb spray and finish with a shot of WD40, and it might be fine. Also clean out your throttle body and butterfly with carb spray and a toothbrush. These are twice a year tasks.
