I’ve recently replaced a fuel pump and I’ve found a problem that you might check out. My symptom was similar to yours, however I could not burn the last 5 gallons of fuel in the tank.

Although you have no “pre-pump”, the fuel system returns the fuel to the fuel pump canister that holds the fuel pump. What this does is keep the fuel canister full even when the fuel level in the tank falls below the canister level. This is important because the fuel in the canister is what cools the pump. If the canister is not full, the pump temperature will rise. It will heat up the fuel more than normal as it delivers it to the system, possibly causing vapor lock or low fuel pressure.

So, here is my suggestion. Get the fuel level in the tank as low as practical. Remove the fuel pump and look for the return line inside the tank. Confirm that that line is connected to the fuel canister and the connection looks reasonable. On the cars I worked on, there was a rubber hose connecting the fuel return line to the canister and this hose had dissolved into a gooey mess. Oxygenated fuels, or some type of additive, were probably the culprit. Replace the connecting hose if you are at all suspect. Cars I worked on were both in Southern California, land of oxygenated fuels. Best of luck.
