Check for two things: First, measure for 12v at the APC solenoid with the key on, it should be there. If it's not, check under your back seat and make sure the APC box is plugged in (it's bolted to the floor and has a big wide connector.) Secondly, if that checks out, make sure the bypass valve is holding pressure and doesn't have a torn diaphragm - trace the vacuum line back from it, unplug it and (!) suck on it. It should hold vacuum, if you can draw air through it your bypass valve is shot. On my '85 SPG I had the symptoms you described when I got it and that was the problem. The bypass valve is down near the turbo inlet, one side of it connects right into the rubber ducting leading into the turbo and the other connects to a 1" (thereabouts) rubber hose. There's a vacuum line coming out of it and that's the one you wanna try sucking on.

Also, my '85 did a weird thing where the boost would stick at base boost (halfway orange) and then rocket high into the red zone and swing back. The cause was that the insulation on the wiring to the APC solenoid had disintegrated. Make sure there's still insulation on the wires going into the solenoid, tape them up with electrical tape if you need to. The solenoid is in the front on the crossmember above the radiator and has three hoses on it and an electrical connector.
