is the gas light separate form the guage?

my guage is all wacky, and i can't get to the ground to tighten it up, so it never fills above 3/4, even when gas is overflowing out of the tank! whne the guage says empty, i refill, but i think there is still about a quater tank in there. last night, i went around a corner (the guage has been on empty for a few days) and the gas light went on, indicating that it worked and was telling me that there reall WAS no gas in there, even though the guage said that a few days ago. should i just wait for the light to come before refilling? thanks.
