There are two well-known manufacturers of block heaters:
Defa in Norway, http://www.defa.com and Calix in Sweden, http://www.calix.se

One thing to take into account is that european models are made for 230 volts mains and I'm not sure if those guys have a 110 volt model in their product line.

What I just wanted to add to the discussion is the fact that at least 80% of cars here in Finland (and the same applies to Sweden and Norway too) are equipped with a block heater. We frequently get temperatures below -15F and sometimes even -30F. I believe you could not even think about starting a car in -30 if it had mineral oils in it and that's why the synthetic (or semi-synthetic, at least) oil is pretty much the standard over here.

Yes, the Saab cranks up just fine in -15 and just might in -30 as well. The problem is usually with the battery which tends to die if its kept in such a cold environment for a long time.

Not all people use the block heater. The ones who do use it mainly for the benefits in lowering the fuel consumption. A cold engine sips enormous amounts of gasoline. I usually witness a +20% increase in fuel consumption as the temperatures get below freezing, without changing my driving habits. This is especially true on short commutes when the engine does not have enough time to properly warm up.

The block heater helps the engine to archieve its optimal running temp in a matter of minutes (instead of not even properly warming up during my 10 mile commute to the office - in the winter mornings I don't use the heater).

Of course the engine preheating helps to keep the emissions down as well. But for the europeans it is more about the cost savings. As you probably know, the gas is about $4,50 for a gallon over here!

On the other hand, many people complement the block heater with an interior heater. Its a bit more comfortable to sit in a pre-heated cabin - for a minute you just might forget you're cranking your poor Saab in -30 degs... :)
