I bet that if you open the hood and listen to the washer pump (build into the side of the washer reservoir) while someone pulls the stalk, you'll hear the motor run for a second, then die.

The washer pump is electrical, and the current for it flows through a switch contact in the wiper switch on the steering column. This is a decent amount of current, and when the switch opens, it pulls a small electrical arc. This arc deposits carbon on the switch contacts. Over time, this builds up and creates a bad contact. When you pull the stalk, the bad contact either doesn't allow enough current to pass to run the pump, or if it does, the current heats the contacts up, which increases the resistance, which kills the current flow.

If you were to pull the electrical connector off the pump and measure it with a voltmeter, you'd see 12 volts when you pull the stalk. That's because the meter pulls much, much less current than the pump.

The solution is to repair or replace the wiper stalk switch. If you remove the switch from the column, you can pop it open, and clean the switch contacts with a little fine sandpaper or a piece of ScotchBrite. Then you'll be fine for a few more years. Or you can replace the switch with a new one, which will run you some $$ from the dealer.
