have you confirmed that you're getting spark? pull one plug, attach it back to the plug wire, hold the plug electrode against some metal part of the car to ground it and have a helper turn the key to start while you look for spark across electrode. don't shock yerself...
if you don't have spark, then either your Hall sensor or its connector could have died or the Ignition Control Module died. could also be coil, but that is rare for these cars.
have you confirmed that the fuel pump is running? pump is beneath cloth-covered wood in the trunk. go back there and have a helper turn key; you'll be able to hear it turn on if it's working.
if pump doesn't run (my guess), then try jumpering the fuses: with ignition off, jump 27 to 30: cross it diagonally with fuse 27 towards outside of fusebox and fuse 30 toward the inside of fuse box. you should hear the pump run. if not, pump is prolly dead (or wiring).
if you have spark and the pump runs when you jump the fuses, then ECU could have issues. The 89 non-turbo ECU is known to go bad. to confirm that Hall/ICM are functioning, turn key to start and watch tach needle for a very small "bounce" when you do so, which confirms these parts are good.
so what's going on here? well, the ECU won't trigger the fuel pump relay until it receives an ignition signal, which comes from the Hall sensor via the Ignition Control Module. However, the failure mode for the 89 non-turbo ECU is that the car just dies; internal failure of ECU prevents fuel pump relay from pulling down, hence no fuel. replace ECU with a used one, preferably from a '90 NA car, which doesn't suffer the same malady as the '89.
if none of this helps, come back & search "no start"; you should turn up lots more information.
