Two possibilities - one more common than the other. The least common one is that it's gunked up, which is why folks are recommending WD-40. And like many folks, I don't recommend it. It attracts dust and dirt. I would spray it with some silicone-based lubricant spray. The silicone dries dry (huh?) and the carrier liquid will wash away a little bit of the gunk.

Now, I don't think this will work, because gummed up is pretty rare. But it's the least invasive method, and the lock tumblers can use the lubrication.

The most common problem is as Mr. A below mentions - the little spring mechanism operating the door fails. Now, sometimes the spring just falls out of place, and other times the spring breaks. Or the door pops out of it's little hinge. You can repair it, but it involves removing the door inner panel, the door handle, and the lock tumbler. No big deal, I've done it a few times. And fiddling with the lock tumber is fun, if you like chasing little metal bits around on the kitchen table (and soon the floor). You'll put it back together, and after about 6 tries, it'll work great. And fail again in a week.

After reparing one flap about 3 times, I gave up on it. And I never had a problem with that lock, in a car that was parked outside all year round (in Northeast winters). All I did was give the lock a squirt of silicone-based lube every six months or so, and the lock worked just fine for years. So my advice is to squirt the lock, and if the flap doesn't come back by itself, leave it be.

The only time I've ever done the surgery since was when a flap jammed in place. I pulled the cylinder and removed the flap.
