Rubbish. If molecule of oxygen meets couple of chic... couple of hydrogen molecules it won't wait for your permission or signal to oxide them. It will react immediately. Just like a bulldog that meets couple of sexy poodles. H2O (or HHO, see below) is a product of operation not the source.

HHO=H2O=water is a fluid at normal conditions not a gas as stated above. It can be turned to steam if temperature increased or pressure dropped but anyway... THIS IS OXIDIZED HYDROGEN. It can't be oxidized further with oxygen or nitrogen (mainly parts of air). Our engines are about internal combustion which means that smth (gasoline in our case) burns (or oxidizes which means just the same) inside the engine and potential chemical energy is converted to heat energy which rises the temperature of air took inside the engine and forces it to expand. Air while trying to expand makes pistons move. So "potential" chemical energy of gasoline is finally converted to kinetic energy of moving pistons (and other parts and things and gizmos of our engines). So the simple view formula of this conversion is about this one: gasoline + air (where air is 70% of N(nitrogen) and 20% of O(oxygen)) =ignition(ignition is a catalyst that starts the process)= heat + HC + NOx + CO + CO2 + other stuff
Water(=H2O=HHO=HOH=OHH - whatever you prefer) can't be burned (oxidized) at normal conditions (let's leave nuclear reactors for egg-headers). All you can do is to separate H from O and oxide H to produce the heat needed. This can be done either with electricity (google for water electrolysis) of via applying high temperatures and pressures (hmm... google for water injection tuning).
FIY hydrogen oxidation is a conversion that PRODUCES energy. So if you'd like to perform the reverse conversion (water separation to hydrogen and oxygen) you're to spend not less but the same amount of energy. Check you batt specs and alt specs and some chemistry guides on what amounts of energy all this is about.

Know what? I think that our FAQ pages should really start with a link to howstaffwork.com site. This should resolve as most common and popular questions regarding cold start issues and low mpg and other popular posts here as well as links to such rubbish sites.
