Isn't this fun? I am working on the same thing (a '79 99 gl) that has been sitting since 1988. It also has the b engine w/ cis. What I had to do was drop and clean out the fuel tank and then seal the tank using the POR15 tank sealer. Your tank is plastic (i think) so you can probably skip the sealing step. My fuel was go gummy, I had to clean the tank. I also installed a new fuel filter, and a new fuel pump. I then hoped that the rest of the fuel system would clean up by trying to start the car and getting fresh fuel moving through the system again. I actually got it started, but it would not run more than just a few seconds and very rough at that. To get fuel to spray out the injectors, you need to jump the leads where the fuel pump relay connects to run the pump, and then take off the rubber bellows and lift up the throttle plate by using a pair of pliers on the nut in the center of the plate and lifting. My injectors did spit fuel, but they did not spray properly at first. I then used injection cleaner fluid in the fuel and have been running the car a lot over the last couple of weeks. It is now running a lot better, but I still have a ways to go. Do you have a 99 service manual?
