Of course, you could have gotten a bad part, but are you sure you didn't over tighten it. I am a big fan of aftermarket parts, but only from the right companies (frinstance, avoid Scantech at all costs, but PBR for brake components is quite safe).

Hard to connect the dots on the electrical issue to your trip to the muffler shop, unless maybe, the water overflowing from the tank doused the wiring harness and shorted a couple of wires. Lift the expansion tank up and get it there with a blow dryer - might clear up, once dry. Open the fuse box and dry the wiring out below the PCB too.

I hope you got off lucky on the engine damage possibility. These morons appeared to have started it and put it on the lift so they could test how tight the exhaust system was to try and sell you a muffler. Since you seem to have only requested a weld and not a diagnostic, I'd definitely have an issue with that. I don't let my car inside any retail chain shops unless they'll let me stay right there where I can monitor what they are doing. The guys they have working at these shops are the absolute bottom of the automotive repair food chain.
