I would tend to agree, but Saab is almost as guilty. I had to remove my rear spoiler several weeks ago and encountered three, maybe four, types of screw/bolt/nut heads. No standardization there.

As for HD, they get their electronics from Japan, including battery, and these parts are all metric. The rest of the bike is largely composed of SAE, but a mix of torx, Allen, and hex, with a few Phillips screws thrown in. My theory is that the Phillips is best for items requiring low torque. There must be a reason to go with all these sizes and configurations, but I'll be damned if I can explain it. Example: The brake caliper contains both Allen and Torx bolts. Then again, Saab is nearly as bad, except it is strictly metric.

Now my '66 'Vette is a different story: All SAE and either hex for the big stuff or Phillips for the small interior hardware. I don't know if Allen was even alive back then, and I'm sure torx wasn't.
