You've got it right - the ABS pump isn't running. That's why the fluid level is ABOVE full- the pump actually runs it down to Full. With no ABS pressure, not only don't you have any ABS, you don't have brake boost. That's why the pedal is a rock and it takes Kansas to stop the car.

The ABS relay and associated fuses are mounted right by the ABS controller, which is on the driver's side (US) fender under the hood. It could be a bad fuse, a bad ABS relay, or a bad pressure sender. There are senders mounted in the Master Cylinder - tucked underneath where it's hard to see - that tell the relay to turn on, to turn on the pump. If one of those senders is bad, the relay never gets the signal.

Step 1 - find that relay box. It's right there. Make sure all the fuses are OK. Next, pull out the ABs pump relay and make sure it's got power. Jumper it out, and make sure the ABS pump runs. If it doesn't, it could still be as simple as a bad ground. If the pump runs, make sure the relay works, and if so, start working your way backwards (electrically speaking).
