OK - 1996 2.3 LPT with Seiko compressor running R134a. UK spec car

My a/c is sort of working in that compressor runs but the air is not that cold. Small hose gets hot but large hose slightly cooler that ambient temperature.

I have two questions:

1)I bought a large can with a gauge and at 1500 RPM, rad fan running and ACC set to LOW, the pressure read about 20 on the gauge. So I attempted to recharge it but I could hear a hissing noise which appeared to be coming from the thingy under the aquarium where the small and large hose connect to - large lump of aluminium with a 10mm bolt head between the two pipes.
No visible oil streaking and after that hissing I can see the low side pressure dropping back down to 20 and settle there.

I assume it is not a leak as such as there is still pressure enough to run the compressor after it settles down as it was, ie cooling a little bit, small pipe hot, big pipe cool but not chilly. I'm assuming it is a clever overpressure gadget that dumps excess charge when hamfisted amateurs like me are trying to recharge! Is that right?

Second question: The car does cool noticebaly better when on the motorway/freeway rather than in traffic. I'd read posts that suggested that it could be the condensor fan as opposed to the radiator fan that I needed to check. I whipped the grill off and no fan there in front of condensor. So I went to my parts car (also 1996 CSE but FPT) and there isn't one in that either? Should ALL a/c equipped cars have a condensor fan? Or am I that unlucky that both my cars had the fan removed?

Regardless, I took the opportunity to clean the condensor front with soapy water and have just replaced the pollen filter, while I had the aquarium cover off.

I've got this far thanks to reading previous posts and answers to my a/c newbie questions, so I'd be very grateful for any further advice.
