Each fuse has a bare spot right in its top edge, where you can stick a probe to make momentary contact.

To do the jumpering to see if fuel pump runs, take one lead or probe from a voltmeter, which should have a metal probe tip on each end, and touch one to the top of one fuse, the other to the top of the other. While you're holding them, the pump should run and you should be able to hear it, and the fuel rushing through the fuel rail, if things are moderately quiet where your car is parked.

I don't have the checklist in front of me and am not sure which fuses it is you jumper, so take your word for it.

By the way I think I found an error in that checklist; Ari says you should be able to hear the fuel pump for a few seconds on key on, but it flat doesn't happen on my '96 CS on which I did the test. However, fuel pump ran fine when I jumpered fuses, and the problem turned out to be, prior owner had run it out of gas tho the fuel gauge was reading 1/4 full still.

I think Ari is wrong on that point. I don't believe the fuel pumps come on briefly at key on on these cars, as they also don't do on the C900. Saab uses the check valve at the fuel pump end of the line to maintain fuel rail pressure from last time the car ran. Pump only runs when engine is cranking or running I think.
