Replacement parts for the ABS system are astoundingly expensive, so it pays to spend the money on troubleshooting.
Brake boost is provided by a pressurized accumulator - that pressure is also used for the ABS system. The accumulator is pressurized by the ABS pump. No pressure, no boost.

I see it as two possible problems. Either you have ABS pressure and the master cylinder boost is bad, or you don't have ABS pressure. Here's a quick way to tell - If the car has been sitting for a few hours, check the level of the brake fluid in the reservoir. Now start the car. You should hear the ABS pump run (hum/buzz right under the brake reservoir), and the fluid level will go DOWN. It should go down to around the FULL line, and the ABS pump turn off.

If the pump runs and the fluid level drops, then you've got ABS pressure, and the problem is in the Master Cylinder. If the pump doesn't run and the fluid level stays up near the top of the reservoir (full is lower than the top - fun, yes?), then it's a pressure problem.

If it's a pressure problem, there are MANY reasons why the pump wouldn't run. There is a pressure switch to tell the pump to run. There is a relay to drive the pump, and there is the pump itself. And all the connectors and wires between. If the pump isn't running, with the schematics it's a simple task to trace the current to the pump, and to jumper the pressure switch and/or relay to isolate the problem.

My guess is that the ABS pump isn't running. The reason for that can be relatively cheap or very expensive. But have your mechanic troubleshoot the problem, and ask him what things he's checked. It's a lot easier for him to either start swapping out parts (and very expensive for you), or if he doesn't want the work, to say 'it's probably the pump, that's $1,000, so you should junk the car.' I don't know your mechanic, and hope he's reasonable, but I've seen plenty where if you can't unbolt the old one and bolt in a new one in less than 10 minutes, they don't want to know.

Good luck!
