When it comes to tools the old saying "You get what you pay for" comes into play. A torque wrench is a precision tool. Sears Craftsman or Home Depot Husky are reasonably priced and will be just fine. I have several torque wrenches. 3 1/2" drive click, 2 3/8" drive ft. lb. click, 1 3/8" drive in/lb, and a 3/8" dial guage type. All are top quality units and I have never had a problem with any of them. For capacities I reccomend a 1/2" drive up to 250 ft.lbs. This will allow you to do wheel bearings. For 3/8" drive I reccomend a unit that starts at 5 ft.lbs. Both Sears and Home Depot sell a 1/2" drive wrench that goes up to 250 ft.lbs. I think Home Depot is cheaper on price. Make sure that the wrenches come with storage cases.

A little story on quality. The two 1/2" drive wrenches I have only go to 150 ft.lbs. ( One is a Mac and the other is a Snap-On). I have a "discount" tool store who is nearby. They sell mainly "cheap" tools manufactured in China and Taiwan. They do also sell quailty made tools. I bought a 3/4" drive "cheapy" torque wrench that went up to 250 ft.lbs. solely for torqueing hub nuts. I rarely used the wrench. One day it blew up. I paid $30 for it. I replaced it with a Home Depot Husky for $60. Sofar it has held up.

I reccomend staying away from used torque wrenches. My Snap-On was purchased via E-Bay. It was brand new and was advertised as so. It even came from the town nearby. Unfortunately you never know how a used torque wrench was treated. I've seen people use torque wrenches as a "breaker bar" to unloosen stubborn bolts as they have a long handle. Torque wrenches arenot meant for this purpose. Best bet is to buy new.
