I was going to torque the head bolts on my 95SET, two years ago, with 150K, but it got killed before I got that done. I have a gasket and a 1/2" drive protractor for the job as well. I never had any issues that suggested any HG problems. I had several mods and was around 16 PSI of boost at that point.

These earlier vehicles had stronger head bolts and higher torque specs too. More importantly, perhaps Saab had not screwed up the torque method at that point.

In many cases, the VC gaskets leak because the VC bolts are loose. Remove the DI to get at all of them. They are #40 torx if I recall ok. You will have to loosen up the PVC hard pipe a bit to get at some at the timing chain cover end. They were some loose on my 95SET and one loose on my 03 9-5. So not much changed. Part of the problem is that the VC sits on the gasket and it settles with heat, then the bolts loose their preload. Will be softer and more compliant when warm as well, so I suggest gradual retightening when the engine is warm or hot.
