no remotes, need new alarm system?

i bought an '00 viggen last week. two keys, no remotes. by reading on the bb, i found it is possible to buy used remotes and have my car programmed to accept them. so, i bought two all-in-ones off ebay. i went to my local dealer this morning to order two new cut shafts from them and explained what i wanted to do. they stated that without one of the two remotes that originally came with the car, they would be unable to program ANY remotes for my viggen. according to them, my only opiton is to buy and install a new alarm system (about $ 750 used and installed by them). i went back through the bb and didn't find anything that answered this specific question: if i do not have remotes that currently work with my car, am i out of luck? do i need a whole new system? thanks in advance for you help.
