'03 Vector Headlight Confusion

OK, these headlights are confusing me. I have the Bi-Xenons, w/ fog lamps. Last week, they operated the traditional way, with Daytime Running Lights, and when I put the high's on the fogs would shut off, etc. Anyway, I Had the DRL's turned off and the "european option" or whatever enabled so that I could control my fogs and headlights independantly. Now, although that works, my high beam has changed.

Prevoiusly, when I put on my high beams, the xenon would "uncover" the top and allow more light to come out, and if you looked at the beam pattern against a wall it looked like a large semicircle. Since I had the DRl's disabled, now, when I put on my high beams, the xenon's stay the same with the flat top delineation, but additional regular halogens come on (which I didn't even know I had). My question is this, can they set it up so both the halogen high beams come on as well as the Xenon's highs? I didn't realize the lights were so confusing.

Plus, now my seatbelt dinger is really out of control. It used to just show the buckle-up sign. Now, the thign starts frieken dinging like theres no tommorrow if I do'nt buckle up within 14 seconds.
