That wire makes the car compatible with MP3 Players, but does nothing with the phone buttons on the steering wheel of the car. SAAB offers this wire, part# 32000102 for $35, plus install.
I have attempted to have a phone installed in a 03/04 9-3, with no success, and as of yet I have never heard of anyone being able to install a phone in an 03/03 9-3 and have the wheel buttons come to life. SAAB says its impossible. In 05, the wiring is there, and the kits are available, and its all endorsed by SAAB.
If you have an 03/04, and need a hands free kit, there are many options out there, however none of which result in the phone buttons becoming active.
