I suspect that you need a reference point. Once you tune in to a noise, vibration, whatever, it can very easily bring with it the "heightened sensitivity" phonomena where you begin to focus on it, and then it begins to annoy you, and you get good at duplicating it as long as you're not near a dealership, and pretty soon you're sure you've got a bad car and so on.
I'm not saying there absolutely isn't something wrong with your car, just that it's more likely that your car is fine and you've just become tuned in to cowl shake. The new 9-3SS Verts are a huge improvement, like you said the steering wheel doesn't shake anymore, but you can't eliminate cowl shake completely. That's why I suggest you drive an older 9-3 Vert and then yours will seem as smooth as glass.
