My information was that the Saab turbo motor is assembled there, using a standard block from Kaiserslauten, with unique heads, pistons, rods, cranks, valves, cams, and of course the turbocharger. The head is die cast, versus "lost foam" sand cast, to allow a stronger alloy to be used. The crank has a shorter throw, and the rods and pistons are stronger to carry the turbo load.
I'd expect any of the forced induction GM Global applications to use similar, if not the same, parts. I expect that the accessories - water pump, oil pump, cam drive, balance shaft drive, alternator, etc. to be standard. The power steering is conventional hydraulic, driven off the end of a cam, while most "Epsilon" models in the US use electric steering. I don't know about Opel. Balance shafts must be different b/c the shorter stroke means different balance requirements, but the overall design and material would be the same, I'm sure. I expect that the valve mechanism (lifters, springs) are the same as the standard engine.
