Up through 2005 you could get a 9-3SS that wasn't an Aero with optional 17" wheels and tires. In 2005 I believe they started using long wearing all seanson Pirelli P6's. No particular degradation in ride or fuel economy. The 9-3SS chassis tolerates stiffer tires well. As to whether it will make the car "handle" any better is dubious as the stock size rubber for the 16's is 215 wide vs only 225 for the 17's. The handling characteristics of a 9-3SS are defined by the weight distribution technology and the ReAxe rear wheel steering way more than any minor tire size variation. The 17's do give the car a more aggessive stance that lines up with the offerings from other makers in the class, that is 17" wheels and tires are standard or sport package items for most competitors, at least those that haven't gone to 18's yet. But as for an actual handling improvement, I don't think so, maybe an ever so slight improvement in overall corner grip and a slight improvement in braking distances. Going with the 10mm lower sport chassis of an Aero with new shorter springs would probably effect the "handlling" more than the change from 16's to 17's, though a car with the lower chassis looks a little naked with out the wider taller 17" shoes.
