These are completely different from conventional "halogen" bulbs. Halogen bulbs are simply a development of Thomas Edison's original electric light. Current goes through a wire, it gets hot and glows. "Xenons" are electric arc discharge bulbs. A high voltage pulse ionizes the gas between two electrodes. It becomes a plasma which allows current to pass, giving off light. This is a development of the carbon arc lighting used for searchlights and commercial movie projectors.

The issue with retrofitting "H7 HID bulbs" into a halogen headlight assembly is geometry. If they can get the arc to be the same length and located it at the same spot, it would work fine. In fact, Xenon HID lights run at just 35 watts, versus 50 or 60 watts for standard halogen bulbs. Note however that the lights will not have the same beam pattern as the OE HID units, and they will lack the self leveling feature. I think they will produce more glare for other drivers than they will improve your vision, and the net effect might be to make you less safe.
