I don't know that a total would deny the lease company the right to charge for excess mileage upon termination. That is whenever the lease was terminated if your were inside your mileage allowance, I would likely thing you would be OK. But if you had exceeded your contracted mileage early and the car was totalled, it would seem reasonable that they might still charge you for the excess miles.
Turning a car in with low miles ain't so bad, there's no additional liability is never bad news and even with the low mileage the residual value may not be supported by the market. Up to 15k you're only wasting 5 cents a mile turning in with low mileage. If you exceed your contract limit you'll pay 20 cents a mile. It's an individual thing to look at in each case.
