"This is my second Saab ('99 93) and probably my last."
Editorial comments like this limit the responses you will receive.
The dealer is looking to make some money. This is not brand-specific and will happen to you no matter what you drive. Unfortunately, it must work because they're still suggesting it.
"Carbon build-up", to the extent that it would require the solution mentioned, ceased to be a problem when we quit running leaded gasolene.
In all probability, your problem could be remedied by simply cleaning the throttle body. However, there may indeed be some sort of build-up on the valves and in the cylinders. Its probably minor, but it can be addressed with a product called Seafoam.
