The military price special does not allow for a sub-vented Saab Financial lease. Military sales are excluded from all Saab USA sponsored incentives and lease or finance assistance. Yes you can lease a Saab through Chase or other lease companies, but the payment won't be competitive. You're forced into buying the car if you use military pricing.
You'd pay more for the car by using normal (non-military) pricing, but the lease payment would be lower by using Saab Leasing and normal pricing than paying the lower military price and using a non-affliated lease company. The lower residuals, more than 10%, and higher rates more than offsets any military price advantage. True a lower residual means your end buyout is lower and you could potentially use the additional equity to your benefit if buying or reselling the car at the end of the lease, but the main advantage (but not the only one) of a lease is lower payments and you won't accomplish that.
