rotary switch function?

So there is this circular switch that looks like it might control the headlights. But it doesn't! Does anyone know the purpose of this switch? Is it to shoot monkeys with lasers? It seems to do nothing, at least nothing within visual range of the driver. Did they just put a switch there to be zany Swedes?
