You must have the headlight switch in the on, the vertical position, to activate the fog lights and the front fogs only work on low beams. Turning the headlight switch on also activates the lights in the switch, otherwise headlight switch on or headlight switch off, the headlights and dash lights are on all the time anyway. If the headlight switch is off the fogs won't work and you can't get the high beams to stay on. There is no distinction between the DRLs and the normal headlights as there are on some cars.
Everything sounds normal to me, no problem.
